  SA 2841. Mr. WARNER submitted an amendment intended to be proposed to 
amendment SA 2812 proposed by Ms. Collins (for herself and Mr. Reed) to 
the bill H.R. 2577, making appropriations for the Departments of 
Transportation, and Housing and Urban Development, and related agencies 
for the fiscal year ending September 30, 2016, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the end of title IV, add the following:
       Sec. 416.  Of the amount appropriated by this Act for the 
     Federal Aviation Administration for research, engineering, 
     and development, $1,000,000 shall be available for the 
     implementation of the unmanned aircraft operator 
     certification provisions of subpart C of part 107 of title 
     14, Code of Federal Regulations, as proposed in the notice of 
     proposed rulemaking relating to operation and certification 
     of small unmanned aircraft systems published in the Federal 
     Register on February 23, 2015 (80 Fed. Reg. 9544), or other 
     unmanned aircraft operator certification provisions 
     comparable to such provisions.
