  SA 2831. Mr. FLAKE submitted an amendment intended to be proposed to 
amendment SA 2812 proposed by Ms. Collins (for herself and Mr. Reed) to 
the bill H.R. 2577, making appropriations for the Departments of 
Transportation, and Housing and Urban Development, and related agencies 
for the fiscal year ending September 30, 2016, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the end of title IV, add the following:
       Sec. __. (a) In this section, the terms ``families'' and 
     ``public housing'' have the meanings given those terms in 
     section 3(b) of the United States Housing Act of 1937 (42 
     U.S.C. 1437a(b)).
       (b) None of the funds made available under this Act or any 
     other provision of law may be used to provide public housing 
     or tenant-based or project-based assistance under section 8 
     of the United States Housing Act of 1937 (42 U.S.C. 1437f) to 
     families with annual gross incomes for two consecutive years 
     of more than $100,000.
