  SA 2833. Mr. FLAKE submitted an amendment intended to be proposed to 
amendment SA 2812 proposed by Ms. Collins (for herself and Mr. Reed) to 
the bill H.R. 2577, making appropriations for the Departments of 
Transportation, and Housing and Urban Development, and related agencies 
for the fiscal year ending September 30, 2016, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the end of title IV, add the following:
       Sec. __. (a) The Secretary of Housing and Urban Development 
     shall prepare a report, and post such report on the public 
     website of the Department of Housing and Urban Development 
     (in this section referred to as the ``Department''), 
     regarding the number of homes owned by the Department and the 
     cost to taxpayers of acquiring, maintaining, and selling such 
     homes.
       (b) The report required under this section shall include--
       (1) the number of residential homes that the Department 
     owned during the years 2010 through 2015;
       (2) an itemized breakdown of the total annual financial 
     impact, including losses and gains from selling homes and 
     maintenance and acquisition of homes, of home ownership by 
     the Department since 2010;
       (3) a detailed explanation of the reasons for the ownership 
     by the Department of the homes;
       (4) a list of the 10 urban areas in which the Department 
     owns the most homes and the rate of homelessness in each of 
     those areas; and
       (5) a list of the 10 States in which the Department owns 
     the most homes and the rate of homelessness in each of those 
     States.
