  SA 2825. Mr. ENZI (for himself, Mr. Barrasso, and Mr. Udall) 
submitted an amendment intended to be proposed to amendment SA 2812 
proposed by Ms. Collins (for herself and Mr. Reed) to the bill H.R. 
2577, making appropriations for the Departments of Transportation, and 
Housing and Urban Development, and related agencies for the fiscal year 
ending September 30, 2016, and for other purposes; which was ordered to 
lie on the table; as follows:

       After section 119C, insert the following:
       Sec. 119D.  For fiscal year 2016, the Secretary of 
     Transportation shall apportion to the sponsor of a primary 
     airport under section 47114(c)(1)(A) of title 49, United 
     States Code, an amount based on the number of passenger 
     boardings at the airport during calendar year 2012 if the 
     airport had--
       (1) fewer than 10,000 passenger boardings during the 
     calendar year used to calculate the apportionment for fiscal 
     year 2016 under that section; and
       (2) 10,000 or more passenger boardings during calendar year 
     2012.
