  SA 2816. Mr. HELLER submitted an amendment intended to be proposed to 
amendment SA 2812 proposed by Ms. Collins (for herself and Mr. Reed) to 
the bill H.R. 2577, making appropriations for the Departments of 
Transportation, and Housing and Urban Development, and related agencies 
for the fiscal year ending September 30, 2016, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the end of title IV, add the following:
       Sec. 416.  None of the funds made available under this Act 
     shall be used to provide housing assistance benefits for an 
     individual who is convicted of--
       (1) aggravated sexual abuse under section 2241 of title 18, 
     United States Code;
       (2) murder under section 1111 of title 18, United States 
     Code, an offense under chapter 110 of title 18, United States 
     Code; or
       (3) any other Federal or State offense involving--
       (A) sexual assault or domestic violence, as those terms are 
     defined in 40002(a) of the Violence Against Women Act of 1994 
     (42 U.S.C. 13925(a)); or
       (B) child abuse, as defined in section 212 of the Victims 
     of Child Abuse Act of 1990 (42 U.S.C. 13001 et seq.).
