  SA 2793. Ms. BALDWIN submitted an amendment intended to be proposed 
to amendment SA 2763 proposed by Mr. Kirk (for himself, Mr. Tester, and 
Ms. Mikulski) to the bill H.R. 2029, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal

year ending September 30, 2016, and for other purposes; which was 
ordered to lie on the table; as follows:

       At the end of title I, add the following:
       Sec. __. (a) Not later than 60 days after the date of the 
     enactment of this Act, the Secretary of Defense shall 
     establish a central clearinghouse within the Department of 
     Defense regarding physical security enhancements at military 
     facilities to reduce inefficiency and promote the sharing of 
     best practices among the military services and Department of 
     Defense components.
       (b) Not later than 90 days after the date of the enactment 
     of this Act, the Secretary of Defense shall submit to the 
     Committees on Appropriations a report--
       (1) describing the establishment and use of the 
     clearinghouse described in subsection (a);
       (2) describing completed and planned actions by the 
     Department of Defense, the military services, the combatant 
     commands, and the National Guard Bureau to enhance physical 
     security at their installations, including recruiting centers 
     and reserve component facilities; and
       (3) identifying funding requirements for such actions.
