  SA 2774. Mr. MORAN (for himself, Mr. Toomey, Mr. Blumenthal, and Mr. 
Casey) submitted an amendment intended to be proposed to amendment SA 
2763 proposed by Mr. Kirk (for himself, Mr. Tester, and Ms. Mikulski) 
to the bill H.R. 2029, making appropriations for military construction, 
the Department of Veterans Affairs, and related agencies for the fiscal 
year ending September 30, 2016, and for other purposes; which was 
ordered to lie on the table; as follows:

       At the end of title II, add the following:
       Sec. ___.  None of the amounts appropriated or otherwise 
     made available by title II may be used to carry out the Home 
     Marketing Incentive Program of the Department of Veterans 
     Affairs or to carry out the Appraisal Value Offer Program of 
     the Department with respect to an employee of the Department 
     in a senior executive position (as defined in section 713(g) 
     of title 38, United States Code).
