  SA 2771. Mr. MORAN (for himself, Mr. Toomey, and Mr. Blumenthal) 
submitted an amendment intended to be proposed by him to the bill H.R. 
2029, making appropriations for military construction, the Department 
of Veterans Affairs, and related agencies for the fiscal year ending 
September 30, 2016, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the end of title II, add the following:
       Sec. 247.  None of the amounts appropriated or otherwise 
     made available by this title may be used to carry out the 
     Home Marketing Incentive Program of the Department of 
     Veterans Affairs, to carry out the Appraisal Value Offer 
     Program of the Department, or to pay for the transfer or 
     relocation of an employee of the Department of Veterans 
     Affairs in a senior executive position (as defined in section 
     713(g) of title 38, United States Code).
