  SA 2769. Mr. HELLER submitted an amendment intended to be proposed by 
him to the bill H.R. 2029, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2016, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:
       Sec. ___.  None of the funds made available under section 
     231 for ``Medical Support and Compliance'' for the VistA 
     Evolution and electronic health record interoperability 
     projects may be obligated until the Department of Veterans 
     Affairs has implemented all recommendations included in the 
     report by the Comptroller General of the United States (GAO-
     16-184T) regarding the establishment of a time frame for 
     identifying outcome-oriented metrics and defining goals to 
     provide a basis for assessing and reporting on the status of 
     an interoperable electronic health record between the 
     Department of Veterans Affairs and the Department of Defense.
