  SA 2768. Mr. HELLER submitted an amendment intended to be proposed by 
him to the bill H.R. 2029, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2016, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the end of title II, add the following:
       Sec. 247. (a) None of the amounts appropriated or otherwise 
     made available by this title may be used to pay an employee 
     described in subsection (b) an award or bonus under title 5 
     or 38, United States Code, for performance.
       (b) An employee described in this subsection is any 
     employee of the Veterans Benefits Administration in a senior 
     executive position (as defined in section 713(g) of title 38, 
     United States Code) who is responsible for oversight of the 
     processing or adjudication of claims submitted to the 
     Secretary of Veterans Affairs for compensation under chapter 
     11 or 13 of title 38, United States Code.
