  SA 2764. Mr. KIRK proposed an amendment to amendment SA 2763 proposed 
by Mr. Kirk (for himself, Mr. Tester, and Ms. Mikulski) to the bill 
H.R. 2029, making appropriations for military construction, the 
Department of Veterans Affairs, and related agencies for the fiscal 
year ending September 30, 2016, and for other purposes; as follows:

       At the appropriate place in title IV, insert the following:
       Sec. __. For the purposes of this Act, the term 
     ``congressional defense committees'' means the Committees on 
     Armed Services of the House of Representatives and the 
     Senate, the Subcommittee on Military Construction and 
     Veterans Affairs of the Committee on Appropriations of the 
     Senate, and the Subcommittee on Military Construction and

     Veterans Affairs of the Committee on Appropriations of the 
     House of Representatives.
