  PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF A RULE SUBMITTED BY THE 
 CORPS OF ENGINEERS AND THE ENVIRONMENTAL PROTECTION AGENCY--MOTION TO 
                                PROCEED

  Mr. McCONNELL. Mr. President, pursuant to the provisions of the 
Congressional Review Act, I move to proceed to S.J. Res. 22, a joint 
resolution providing the congressional disapproval of the rule 
submitted by the Corps of Engineers and the EPA relating to the 
definition of ``waters of the United States'' under the Federal Water 
Pollution Control Act.
  The PRESIDING OFFICER. The clerk will report the motion.
  The legislative clerk read as follows:

       Motion to proceed to Calendar No. 286, S.J. Res. 22, a 
     joint resolution providing for congressional disapproval 
     under chapter 8 of title 5, United States Code, of the rule 
     submitted by the Corps of Engineers and the Environmental 
     Protection Agency relating to the definition of ``waters of 
     the United States'' under the Federal Water Pollution Control 
     Act.
