                            VOTE EXPLANATION

  Mr. RUBIO. Mr. President, on September 28, 2015, I was unable to vote 
on the motion to proceed to a short-term budget--continuing 
resolution--that, among other measures, denied taxpayer funding to 
Planned Parenthood. I would have voted no.
  On September 30, 2015, I was unable to vote on final passage of a 
short-term budget--continuing resolution--to fund

the government through December 11, 2015, including taxpayer funding 
for Planned Parenthood. I would have voted no.
