  Mr. SANFORD. Mr. Speaker, today, Friday, October 9, 2015, I am in 
Charleston, South Carolina, accompanying Secretary Jeh Johnson of the 
Department of Homeland Security and attending to matters related to the 
historic storm and flooding in my district and as a consequence, I will 
not be present for votes today. Had I been present, I would have voted 
in the following manner:
