  Mrs. BOXER. Mr. President, due to the Jewish holiday, I was unable to 
attend votes this week. Had I been present, I would have voted against 
the motion to invoke cloture on the motion to proceed to H.R. 36, 
against the motion to invoke cloture on the motion to proceed to H.R. 
2685, and against the motion to invoke cloture on amendment No. 2669.
