         MEASURES READ THE FIRST TIME--H.R. 3134 AND H.R. 3504

  Mr. LANKFORD. Mr. President, I understand there are two bills at the 
desk, and I ask for their first reading en bloc.
  The PRESIDING OFFICER. The clerk will read the bills by title for the 
first time.
  The bill clerk read as follows:

       A bill (H.R. 3134) to provide for a moratorium on Federal 
     funding to Planned Parenthood Federation of America, Inc.
       A bill (H.R. 3504) to amend title 18, United States Code, 
     to prohibit a health care practitioner from failing to 
     exercise the proper degree of care in the case of a child who 
     survives an abortion or attempted abortion.

  Mr. LANKFORD. Mr. President, I now ask for a second reading, and I 
object to my own request, all en bloc.
  The PRESIDING OFFICER. Objection is heard.
  The bills will be read for the second time on the next legislative 
day.
