Mr. GARDNER. Mr. President, I ask unanimous consent that the
Environment and Public Works Committee be discharged from further
consideration of H.R. 2131 and the Senate proceed to its immediate
consideration.

United States courthouse located at 83 Meeting Street in
Charleston, South Carolina, as the ``J. Waties Waring
Judicial Center.''
