  SA 2542. Mr. McCONNELL proposed an amendment to the bill H.R. 22, to 
authorize funds for Federal-aid highways, highway safety programs, and 
transit programs, and for other purposes; as follows:

       Amend the title so as to read: ``To authorize funds for 
     Federal-aid highways, highway safety programs, and transit 
     programs, and for other purposes.''.
