PROTECTING LIFE AND TAXPAYERS ACT
(Ms. FOXX asked and was given permission to address the House for 1
minute.)
Ms. FOXX. Mr. Speaker, last week, I joined 64 of my House colleagues
in cosponsoring legislation that would permanently cut off taxpayer
funding for abortion providers.
H.R. 3197, the Protecting Life and Taxpayers Act, would prohibit
Federal funding to any entity unless it certifies that it will not
perform abortions during the period for which funding is provided, and
it will not provide any funds to entities that do perform abortions.
There are currently restrictions that prohibit the use of taxpayer
dollars to fund elective abortion directly, but we all understand that
money is fungible. It is clear that Federal funds are supporting
organizations' entire operations and that those operations include
performing elective abortions.
This legislation reflects the will of the American people and would
prevent taxpayers from being forced to finance thousands of elective
abortions.
Few things demean the sanctity of human life more than elective
abortion, and we, as a Nation and as a Congress, must continue to
confront the systematic extermination of an entire generation of the
most vulnerable among us.
Mr. Speaker, I will enter into the Record a recent article by Charles
Krauthammer: ``The Price of Fetal Parts.''
