  SA 2375. Ms. MURKOWSKI submitted an amendment intended to be proposed 
by her to the bill H.R. 22, to amend the Internal Revenue Code of 1986 
to exempt employees with health coverage under TRICARE or the Veterans 
Administration from being taken into account for purposes of 
determining the employers to which the employer mandate applies under 
the Patient Protection and Affordable Care Act; which was ordered to 
lie on the table; as follows:

       Beginning on page 103, strike line 21 and all that follows 
     through page 104, line 5, and insert the following:

     SEC. 11024. TRIBAL TRANSPORTATION PROGRAM AMENDMENT.

       Section 202 of title 23, United States Code, is amended--
       (1) in subsection (a)(6), by striking ``6 percent'' and 
     inserting ``5 percent'';
       (2) in subsection (b)(3)(B)--
       (A) by redesignating clauses (i), (ii), and (iii) as 
     subclauses (I), (II), and (III), respectively, and indenting 
     appropriately;
       (B) in the matter preceding subclause (I) (as so 
     redesignated), by striking ``Tribal shares under this 
     program'' and inserting the following:
       ``(i) In general.--Subject to clause (ii), tribal shares 
     under this program''; and
       (C) by adding at the end the following:
       ``(ii) Funding floor.--For each fiscal year, an Indian 
     tribe shall receive an amount under this program that is not 
     less than $75,000.''; and
       (3) in subsection (d)(2), in the matter preceding 
     subparagraph (A) by striking ``2 percent'' and inserting ``3 
     percent''.
