                         THE VOTING RIGHTS ACT

  (Ms. FUDGE asked and was given permission to address the House for 1 
minute and to revise and extend her remarks.)
  Ms. FUDGE. Mr. Speaker, 730 days; 17,520 hours; 1,051,200 minutes; 2 
full years since the Supreme Court ruled section 4 of the Voting Rights 
Act of 1965 unconstitutional; 2 full years without voter protections 
and full access to the ballot box.
  Since the ruling, many Americans in States like Ohio have been 
subjected to restrictive voter registration requirements, paying costly 
fees for State IDs or waiting in line for hours on election day.
  Legislation to restore the VRA and strengthen the right to vote have 
been offered, but the majority has refused to take them up. It is clear 
Congress has dropped the ball.
  Two years without the full protection of the Voting Rights Act is too 
long. The clock is ticking. It is time to restore the VRA.
