  Mr. INHOFE. Mr. President, I ask unanimous consent that Chaya 
Koffman, who is a detailee in the Environment and Public Works 
Committee from the U.S. Department of Transportation, have floor 
privileges for the duration of the consideration of H.R. 22, the 
underlying vehicle for the highway bill.
