VETERAN'S I.D. CARD ACT
The SPEAKER pro tempore (Mr. Carter of Georgia). The unfinished
business is the vote on the motion to suspend the rules and concur in
the Senate amendment to the bill (H.R. 91) to amend title 38, United
States Code, to direct the Secretary of Veterans Affairs to issue, upon
request, veteran identification cards to certain veterans, on which the
yeas and nays were ordered.
The Clerk read the title of the bill.

gentleman from Louisiana (Mr. Abraham) that the House suspend the rules
and concur in the Senate amendment.

Personal Explanation
Ms. SCHAKOWSKY. Mr. Speaker, I was unable to vote today on the motion
to close portions of the conference report on H.R. 1735 and the Senate
amendment to H.R. 91 because I was attending the funeral of a dear
friend in Chicago. Had I been present, I would have voted ``yea'' on
both.
PERSONAL EXPLANATION
Mr. GUTIERREZ. Mr. Speaker, I was unavoidably absent for the
following votes on July 7, 2015. Had I been present, I would have voted
``yea'' on rollcall votes 390 and 391.
Personal Explanation
Mr. MILLER of Florida. Mr. Speaker, due to being unavoidably
detained, I missed the following rollcall votes: No. 390 and No. 391 on
July 7, 2015.
If present, I would have voted: rollcall vote No. 390--Authorizing
conferees to close meetings for H.R. 1735, to authorize appropriations
for fiscal year 2016 for military activities of the Department of
Defense and for military construction, to prescribe military personnel
strengths for such fiscal year, and for other purposes, ``aye,''
rollcall vote No. 391--on motion to suspend the rules and concur in the
Senate amendment to H.R. 91--Veterans I.D. Card Act of 2015, ``aye.''
