                     TRAGEDY AT EMANUEL AME CHURCH

  Ms. BALDWIN. Mr. President, before I begin my focus on the Affordable 
Care Act, I want to simply state that my heart goes out to the victims 
of last night's shooting in Charleston, SC, as they participated in a 
prayer service at Emanuel AME Church. The victims and their families 
and the entire community are in my thoughts and prayers in the wake of 
this unspeakable hate crime.
