  SA 2048. Mr. JOHNSON submitted an amendment intended to be proposed 
to amendment SA 1463 proposed by Mr. McCain to the bill H.R. 1735, to 
authorize appropriations for fiscal year 2016 for military activities 
of the Department of Defense, for military construction, and for 
defense activities of the Department of Energy, to prescribe military 
personnel strengths for such fiscal year, and for other purposes; which 
was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. SPECIAL INSPECTOR GENERAL FOR AFGHANISTAN 
                   RECONSTRUCTION.

       It is the sense of Congress that the appointment of a Lead 
     Inspector General for

     Operation Freedom's Sentinel by the Chair of the Council of 
     Inspectors General on Integrity and Efficiency pursuant to 
     section 8L of the Inspector General Act of 1978 (5 U.S.C. 
     App.) is not intended to limit or otherwise affect the 
     authority and responsibilities of the Office of the Special 
     Inspector General for Afghanistan Reconstruction (commonly 
     known as ``SIGAR'') as established by section 1229 of the 
     National Defense Authorization Act for Fiscal Year 2008 
     (Public Law 110-81; 122 Stat. 378).
