  SA 1685. Mr. NELSON (for himself and Ms. Collins) submitted an 
amendment intended to be proposed to amendment SA 1463 proposed by Mr. 
McCain to the bill H.R. 1735, to authorize appropriations for fiscal 
year 2016 for military activities of the Department of Defense and for 
military construction, to prescribe military personnel strengths for 
such fiscal year, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the end of part II of subtitle D of title VI, add the 
     following:

     SEC. 643. THREE-YEAR EXTENSION OF PAYMENT OF SPECIAL SURVIVOR 
                   INDEMNITY ALLOWANCES UNDER THE SURVIVOR BENEFIT 
                   PLAN.

       Section 1450(m) of title 10, United States Code, is 
     amended--
       (1) in paragraph (2)(I), by striking ``fiscal year 2017'' 
     and inserting ``each of fiscal years 2017 through 2020''; and
       (2) in paragraph (6)--
       (A) by striking ``September 30, 2017'' and inserting 
     ``September 30, 2020''; and
       (B) by striking ``October 1, 2017'' each place it appears 
     and inserting ``October 1, 2020''.
