  SA 1673. Mr. WARNER submitted an amendment intended to be proposed to 
amendment SA 1463 proposed by Mr. McCain to the bill H.R. 1735, to 
authorize appropriations for fiscal year 2016 for military activities 
of the Department of Defense and for military construction, to 
prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle C of title VII, add the following:

     SEC. 738. STUDY ON PROVIDING CONCURRENT CERTIFICATION BY 
                   DEPARTMENT OF DEFENSE AND DEPARTMENT OF 
                   VETERANS AFFAIRS TO PHYSICIANS SERVING ON 
                   ACTIVE DUTY.

       (a) In General.--The Secretary of Defense and the Secretary 
     of Veterans Affairs shall jointly conduct a study on the 
     feasibility and advisability of providing any member of the 
     Armed Forces on active duty serving as a physician with 
     certification to practice as a physician for the Department 
     of Veterans Affairs in order to facilitate the transition of 
     such member to employment in the Department of Veterans 
     Affairs upon the retirement, separation, or release of such 
     member from the Armed Forces.
       (b) Report.--Not later than 180 days after the date of the 
     enactment of this Act, the Secretary of Defense and the 
     Secretary of Veterans Affairs shall jointly submit to 
     Congress a report on the feasibility and advisability of 
     providing members of the Armed Forces on active duty serving 
     as physicians with the certification described in subsection 
     (a).
