  SA 1671. Ms. HIRONO submitted an amendment intended to be proposed to 
amendment SA 1463 proposed by Mr. McCain to the bill H.R. 1735, to 
authorize appropriations for fiscal year 2016 for military activities 
of the Department of Defense and for military construction, to 
prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle E of title XII, add the following:

     SEC. 1264. SPECIAL FOREIGN MILITARY SALES STATUS FOR THE 
                   PHILIPPINES.

       The Arms Export Control Act (22 U.S.C. 2751 et seq.) is 
     amended--
       (1) in sections 3(d)(2)(B), 3(d)(3)(A)(i), 3(d)(5), 
     21(e)(2)(A), 36(b), 36(c), 36(d)(2)(A), 62(c)(1), and 
     63(a)(2), by inserting ``the Philippines,'' before ``or New 
     Zealand'' each place it appears;
       (2) in section 3(b)(2), by inserting ``the Government of 
     the Philippines,'' before ``or the Government of New 
     Zealand''; and
       (3) in section 21(h), by inserting ``the Philippines,'' 
     before ``or Israel'' each place it appears.
