of the death of a close friend. Had I been present, I would have voted:

  Mr. DELANEY. Mr. Speaker, I was unable to cast my vote on rollcalls 
Nos. 265 through 269.
  Had I been present to vote on rollcall No. 265, I would have voted

  On this bill, H.R. 1335, I want to emphasize that I oppose this 
legislation because it would roll back the progress we've made in 
protecting fisheries, damaging our environment and economy, especially 
in the Chesapeake Bay.
