of the death of a close friend. Had I been present, I would have voted:

On this bill, H.R. 1335, I want to emphasize that I oppose this
legislation because it would roll back the progress we've made in
protecting fisheries, damaging our environment and economy, especially
in the Chesapeake Bay.
