  SA 995. Mr. HATCH submitted an amendment intended to be proposed by 
him to the concurrent resolution S. Con. Res. 11, setting forth the 
congressional budget for the United States Government for fiscal year 
2016 and setting forth the appropriate budgetary levels for fiscal 
years 2017 through 2025; which was ordered to lie on the table; as 
follows:
       On page 55, strike lines 18 and 19 and insert the 
     following:
       (1) reforming the individual, business, and international 
     provisions of the Internal Revenue Code of 1986 to ensure a 
     revenue structure that--
       (A) is more efficient, pro-growth, fair, simple, and 
     permanent;
       (B) enhances competitiveness and promotes savings and 
     investment;
       (C) strengthens domestic job creation and wage growth; and
       (D) may result in income tax rate reductions without 
     raising new revenue;
