  SA 424. Mr. BARRASSO submitted an amendment intended to be proposed 
by him to the concurrent resolution S. Con. Res. 11, setting forth the 
congressional budget for the United States

Government for fiscal year 2016 and setting forth the appropriate 
budgetary levels for fiscal years 2017 through 2025; which was ordered 
to lie on the table; as follows:

       At the end of title I, add the following:

     SEC. 105. ELIMINATION OF FEDERAL FUNDING FOR INTERNATIONAL 
                   CLIMATE CHANGE INITIATIVES.

       Notwithstanding section 104(2), the new budget authority 
     and outlays set forth for fiscal year 2016 under the heading 
     International Affairs (150) shall each be reduced by 
     $1,289,600,000.
