  SA 317. Mr. TILLIS submitted an amendment intended to be proposed to 
amendment SA 307 submitted by Mr. Tillis and intended to be proposed to 
the bill S. 178, to provide justice for the victims of trafficking; 
which was ordered to lie on the table; as follows:

       Beginning on page 1, strike line 5, and all that follows 
     through page 2, line 6, and insert the following:
       (a) In General.--If a covered alien is convicted of human 
     trafficking or any conspiracy related to human trafficking, 
     the Secretary of Homeland Security shall--
       (1) revoke any immigration benefit granted to the covered 
     alien or relief from removal provided pursuant to policies 
     implemented under, or substantially similar to policies 
     implemented under, an Executive action set out under 
     subsection (c); and
       (2) place the covered alien in expedited proceedings for 
     removal from the United States after the covered alien 
     completes any term of imprisonment for such a conviction.
       (b) Definitions.--In this section:
       (1) Covered alien.--The term ``covered alien''--
       (A) means an alien present in the United States; and
       (B) does not include an alien lawfully admitted for 
     permanent residence.
       (2) Lawfully admitted for permanent residence.--The term 
     ``lawfully admitted for permanent residence'' has the meaning 
     given that term in section 101 of the Immigration and 
     Nationality Act (8 U.S.C. 1101).
