     SEC. __. NO ADDITIONAL FUNDS AUTHORIZED.

       Except as provided in section 890A(e) of the Homeland 
     Security Act of 2002, as added by section 302 of this Act, no 
     funds are authorized to be appropriated by this Act to carry 
     out this Act or the amendments made by this Act.
