                          PERSONAL EXPLANATION

  Ms. JACKSON LEE. Mr. Speaker, I was unavoidably detained by a meeting 
with law enforcement officers from across the Nation, and I missed 
rollcall vote No. 91 on the question of consideration of the resolution 
involving funding of DHS. If I had been present, I would have voted 
``no.''
