                          LOOMING DHS SHUTDOWN

  (Mr. DOGGETT asked and was given permission to address the House for 
1 minute.)
  Mr. DOGGETT. Mr. Speaker, with only hours remaining before Department 
of Homeland Security funding is terminated, and following a 98-2 Senate 
vote to restore some sanity here and proceed with consideration of that 
funding, House Republicans are still engaged in what amounts to a 
family feud among Republicans that threatens all American families. 
American shopping malls on heightened alert, arrest of ISIS suspects, 
and growing global crises--all of them are apparently not enough to 
spur these House Republicans into action.
  Mr. Speaker, House inaction is not vigilance. Your fear of immigrants 
and your disdain for President Obama ought not to come between us and a 
secure nation. Our enemies are watching. So are the front-line DHS 
employees and law enforcement operations who could lose. It is long 
past time to approve the dollars that we need to secure our American 
families and secure our homeland. It ought to be the top priority. 
There is no reason why Homeland Security should be the only Department 
in the entire Federal Government that is not fully funded.
