                            MORNING BUSINESS

  The PRESIDING OFFICER. Under the previous order, the Senate will be 
in a period of morning business for 1 hour, with Senators permitted to 
speak therein for up to 10 minutes each, and with the majority 
controlling the first half and the Democrats controlling the final 
half.

  Mr. COATS. Mr. President, it is my understanding that we are in
