                  UNANIMOUS CONSENT AGREEMENT--S. 295

  Mr. McCONNELL. Madam President, I ask unanimous consent that the 
Senate proceed to the consideration of S. 295; that there be up to 1 
hour equally divided in the usual form; that following the use or 
yielding back of that time, the Hatch technical amendment at the desk 
be agreed to; that the bill, as amended, be read a third time, and the 
Senate proceed to vote on the bill with no intervening action or 
debate.
  Following disposition of the bill, the Senate will resume the motion 
to proceed to H.R. 240, the DHS appropriations bill.

  Mr. DURBIN. No objection.
