The SPEAKER. The unfinished business is the vote on the motion to
suspend the rules and pass the bill (H.R. 720) to improve
intergovernmental planning for and communication during security
incidents at domestic airports, and for other purposes, on which the
yeas and nays were ordered.

The SPEAKER. The question is on the motion offered by the gentleman
from New York (Mr. Katko) that the House suspend the rules and pass the
bill.

Personal explanation
Mr. SANFORD. Mr. Speaker, I was delayed for votes on Tuesday,
February 10, 2015, as the train I was on ended up being delayed by two
and a half hours, and as a consequence, I arrived half an hour late and
missed votes. Had I been present, I would have voted in the following
manner: H.R. 719--TSA Office of Inspection Accountability Act--vote:
