                            MORNING BUSINESS

  The PRESIDING OFFICER. Under the previous order, the Senate will be 
in a period of morning business for 1 hour, equally divided, with 
Senators permitted to speak therein, with the Democrats controlling the 
first half and the Republicans controlling the final half.
