  SA 246. Mr. DAINES proposed an amendment to amendment SA 2 proposed 
by Ms. Murkowski (for herself, Mr. Hoeven, Mr. Barrasso, Mr. Risch, Mr. 
Lee, Mr. Flake, Mr. Daines, Mr. Manchin, Mr. Cassidy, Mr. Gardner, Mr. 
Portman, Mr. Alexander, and Mrs. Capito) to the bill S. 1, to approve 
the Keystone XL Pipeline; as follows:

       At the appropriate place, insert the following:

     SEC. _. SENSE OF CONGRESS REGARDING REAUTHORIZATION OF LAND 
                   AND WATER CONSERVATION FUND.

       It is the sense of Congress that--
       (1) the Land and Water Conservation Fund plays an important 
     role in improving wildlife habitat and increasing outdoor 
     recreation opportunities on Federal and State land; and
       (2) reauthorizing the Land and Water Conservation Fund 
     should be a priority for Congress and should include 
     improvements to the structure of the program to more 
     effectively manage existing Federal land.
