                         THE AMENDMENT PROCESS

  Ms. CANTWELL. If I could, I want to say to our colleagues who may 
have been following this process that we encourage people who haven't 
spoken or who plan on speaking to come down to the floor and do so.
  I appreciate the Senator from Alaska working with us on this 
amendment process today.
  Ms. MURKOWSKI. Mr. President, it has been a long day and we are at 
the end, but as Members can see, we have a path forward tomorrow, and I 
think that is good.
