MORNING BUSINESS
The PRESIDING OFFICER. Under the previous order, the Senate will be
in a period of morning business for 1 hour, with Senators permitted to
speak therein for up to 10 minutes each, with the Democrats controlling
the first half and the Republicans controlling the final half.
Mr. INHOFE. Mr. President, I suggest the absence of a quorum.
The PRESIDING OFFICER. The clerk will call the roll.

Mr. McCONNELL. Mr. President, I ask unanimous consent that the order
