  SA 67. Mr. SULLIVAN submitted an amendment intended to be proposed by 
him to the bill S. 1, to approve the Keystone XL Pipeline; which was 
ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. POWERS OF ENVIRONMENTAL PROTECTION AGENCY.

       Section 3063(a) of title 18, United States Code, is 
     amended--
       (1) by striking paragraph (1); and
       (2) by redesignating paragraphs (2) and (3) as paragraphs 
     (1) and (2), respectively.
