                          PERSONAL EXPLANATION

  Mr. TONKO. Mr. Speaker, during yesterday's rollcall votes, I was 
absent because of my attendance at the funeral of Governor Mario M. 
Cuomo in New York.
  Had I been present, however, on rollcall No. 1, I would have voted 
``present.''
  On rollcall No. 2, I would have proudly voted for Representative 
Pelosi for Speaker.
  On rollcall No. 3, I would have voted ``nay.''
  On rollcall No. 4, I would have voted ``nay.''
