JOHN RHOADES FEDERAL JUDICIAL CENTER AND JAMES M. CARTER AND JUDITH N. 
                     KEEP UNITED STATES COURTHOUSE

  Mr. CARPER. Mr. President, as in legislative session, I ask unanimous 
consent that the Senate proceed to the immediate consideration of 
Calendar No. 343, H.R. 1206, and H.R. 1378, which was received from the 
House en bloc.
  The PRESIDING OFFICER. The clerk will report the bills by title en 
bloc.
  The assistant legislative clerk read as follows:

       A bill (H.R. 1206) to grant the Secretary of the Interior 
     permanent authority to authorize States to issue electronic 
     duck stamps, and for other purposes.
       A bill (H.R. 1378) to designate the United States Federal 
     Judicial Center located at 333 West Broadway in San Diego, 
     California, as the ``John Rhoades Federal Judicial Center'' 
     and to designate the United States courthouse located at 333 
     West Broadway in San Diego, California, as the ``James M. 
     Carter and Judith N. Keep United States Courthouse.''

  There being no objection, the Senate proceeded to consider the bills 
en bloc.
  Mr. CARPER. Mr. President, I ask unanimous consent that the bills be 
read a third time and passed and the motions to reconsider be laid upon 
the table en bloc.
  The bill (H.R. 1206) was ordered to a third reading, was read the 
third time, and passed.
  The bill (H.R. 1378) was ordered to a third reading, was read the 
third time, and passed.
