TEXT OF AMENDMENTS
SA 4119. Mr. TOOMEY (for himself, Mr. Sessions, and Mr. Flake)
submitted an amendment intended to be proposed by him to the bill H.R.
83, to require the Secretary of the Interior to assemble a team of
technical, policy, and financial experts to address the energy needs of
the insular areas of the United States and the Freely Associated States
through the development of energy action plans aimed at promoting
access to affordable, reliable energy, including increasing use of
indigenous clean-energy resources, and for other purposes; which was
ordered to lie on the table; as follows:
At the end of division L, add the following:
Sec. __. None of the funds appropriated or otherwise made
available, including any funds or fees collected or otherwise
made available for expenditure, by this or any other Act, or
otherwise available to the Secretary of Homeland Security,
for any fiscal year may be used to implement, administer,
carry out, or enforce the policies in the memoranda issued by
the Secretary of Homeland Security on November 20, 2014,
titled ``Policies for the Apprehension, Detention and Removal
of Undocumented Immigrants,'' and ``Exercising Prosecutorial
Discretion with Respect to Individuals Who Came to the United
States as Children and with Respect to Certain Individuals
Who Are the Parents of U.S. Citizens or Permanent
Residents.''
