  Mr. BENNET. Mr. President, I understand that S. 2992 is at the desk 
and due for a second reading.
  The PRESIDING OFFICER. The clerk will read the bill by title for the 
second time.
  The assistant legislative clerk read as follows:

       A bill (S. 2992) to amend title 10, United States Code, to 
     reform procedures for determinations to proceed in trial by 
     court-martial for certain offenses under the Uniform Code of 
     Military Justice, and for other purposes.

  Mr. BENNET. I object to any further proceedings with respect to the 
bill.
  The PRESIDING OFFICER. Objection having been heard, the bill will be
