  Mr. SCHATZ. Mr. President, I ask unanimous consent that the Committee 
on Veterans' Affairs be discharged from further consideration of H.R. 
4199 and the Senate proceed to its immediate consideration.

       A bill (H.R. 4199) to name the Department of Veterans 
     Affairs medical center in Waco, Texas, as the ``Doris Miller 
     Department of Veterans Affairs Medical Center.''

  There being no objection, the Senate proceeded to consider the bill.
