                            MORNING BUSINESS

  The PRESIDING OFFICER. Under the previous order, the Senate will be 
in a period of morning business, for debate only, until 10:30 a.m., 
with the time equally divided in the usual form.

  Mr. LEAHY. Mr. President, I am looking at the clock, and I ask
