        MEASURES PLACED ON THE CALENDAR--H.R. 5759 AND H.R. 5771

  Mr. REID. Mr. President, I am told there are two bills at the desk 
due for a second reading.
  The PRESIDENT pro tempore. The leader is correct.
  The clerk will report the bills by title for the second time.
  The legislative clerk read as follows:

       A bill (H.R. 5759) to establish a rule of construction 
     clarifying the limitations on executive authority to provide 
     certain forms of immigration relief.
       A bill (H.R. 5771) to amend the Internal Revenue Code of 
     1986 to extend certain expiration provisions and make 
     technical corrections, to amend the Internal Revenue Code of 
     1986 to provide for the tax treatment of ABLE accounts 
     established under State programs for the care of family 
     members with disabilities, and for other purposes.

  Mr. REID. Mr. President, I object to any further proceedings with 
respect to both of these bills.
  The PRESIDENT pro tempore. Objection is heard.
  The bills will be placed on the calendar.
